IDA Staff

David T. Downey, CAE, President & CEO

A 20-year association professional, David is an accomplished not-for-profit leader in the community building industry. At IDA, David provides overall strategic direction and drives success toward the organization’s vision to build a world full of vital and livable urban centers. Prior to IDA, David served as the Managing Director of the Center for Communities by Design at the American Institute of Architects and as Executive Director for the Michigan Society of Planning. David has been a city advocate since 1989 receiving his degree in Architecture and Design with a focus on Urban Design from Lawrence Technological University. David and his wife Margie live in northern Virginia with their three sons Connor, Liam, and Declan.



Carolyn Dellutri, Director of Professional Development

Carolyn Dellutri joined the IDA team to lead professional development programs and ensure place management resources, services, and events meet the needs of IDA’s diverse membership. Prior to joining IDA, Carolyn worked as the Senior Director of Programs and Services for the National Main Street Center and was the Executive Director of three downtown programs in the Chicago region over the past 15 years. Carolyn received her certification through the National Main Street Center and is a Certified Tourism Professional through the National Tour Association. She is also a graduate of the International Economic Development Council certification program. Carolyn and her husband Tom live in Evanston, Illinois and enjoy exploring downtowns and finding those unique local one of a kind businesses.



Tracie Clemmer, Director of Corporate Relations

Tracie joined the IDA team in January 2007 and developed the sponsorship and exhibit programs. Throughout 2010-2014, her role expanded to include leading the membership recruitment effort. She enjoys connecting members with partners of the IDA. Her attention was refocused in 2015 to offer the private sector new opportunities to engage with those leading urban revitalization efforts. Developing corporate partnerships enables growth and provides members with valuable resources to keep cities thriving. Prior to joining IDA, Tracie was a research specialist and led the information-gathering effort to build particular legal practice areas and provided strategic planning services to law firms considering a merger or expansion. Tracie is a proud Roanoke College alum that loves to travel with her family.



Dennis N. Carpenter, Director of Membership

Dennis joined the IDA team in May 2017 where he now serves in the capacity of Director of Membership. Dennis brings more than 15 years of membership experience with nonprofit organizations, including both trade and professional associations. During his career, he has developed a reputation within the association management community for successfully developing membership strategies, building membership value and working with volunteer committees. Dennis received a B.A. in Organization Management and a B.A. in Psychology from Ashford University in San Diego, CA. He is currently pursuing an MBA in Business Management at Johns Hopkins University in Baltimore, MD.



Rebecca Bishophall, Manager, Membership Services

Rebecca manages the IDA Downtown Achievement Awards program and works to ensure members are utilizing the resources IDA provides. Rebecca hosts many of the webinars and is responsible for support of IDA’s programs and special projects and support to the IDA Board of Directors. Rebecca graduated from Trinity University in Washington, DC, in May 2006. She joined the IDA staff in August of that year. Rebecca received her Bachelors of Arts degree in Communication.



Cathy Lin, Director of Research

Cathy joined the IDA team in June 2018. She leads in-house research efforts to provide the most up-to-date information about IDA member organizations and the place management industry, including working with the Board of Directors and IDA’s members to strategize research goals and directives. Prior to joining IDA, Cathy was a project manager at the Economy League of Greater Philadelphia, and a planner on the strategic research team at the Urban Redevelopment Authority of Singapore. Cathy has a Master in Urban Planning from Harvard University Graduate School of Design and a Bachelor of Arts in Economics and Geography from Northwestern University. In her spare time, she enjoys tasting new types of food, exploring neighborhoods and attempting to learn more languages.


Tyler Breezeale, Research Coordinator

Tyler joined the IDA team in May of 2018. Prior to joining the team, Tyler worked for the Downtown Raleigh Alliance as a researcher executing data collection and analysis projects to inform reports and studies on economic development trends in Raleigh. Tyler graduated from Appalachian State University with a B.S. in Community and Regional Planning and a concentration in Geographic Information Systems. At IDA, he compiles and analyzes data for a wide range of research projects as part of the research team. Tyler lives in Washington, D.C, and has a passion for urban exploration, Cuban sandwiches, and laughing at his own jokes.


Allison Shashok, Marketing & Communications Manager

Allison Shashok joined IDA in March 2017. Prior to joining the team, Allison worked for a hospitality company in Los Angeles overseeing media and community relations, and design. She was a member of the board of directors and the marketing committee for the Old Pasadena Management District. Allison holds Communications and English Literature degrees from Boston University. At IDA, she publishes the newsletters, manages the website and social media outlets, and oversees marketing and public relations. In her spare time, she enjoys exploring cities around the world, and volunteering at the local animal shelter.


Danielle Eugene, Operations Manager

Danielle Eugene is the Operations Manager for IDA. Danielle is a proud graduate of the University of Florida. Go Gators! She’s passionate about yoga and traveling. Some of her most awe-inspiring travel memories include sunrise yoga on the turquoise coast of Turkey, flying over Greenland, driving along Big Sur and watching a cheetah catch his dinner in Hluhluwe Game Reserve in South Africa.
