IDA Staff


David T. Downey, CAE, President & CEO

A 20-year association professional, David is an accomplished not-for-profit leader in the community building industry. At IDA, David provides overall strategic direction and drives success toward the organization’s vision to build a world full of vital and livable urban centers. Prior to IDA, David served as the Managing Director of the Center for Communities by Design at the American Institute of Architects and as Executive Director for the Michigan Society of Planning. David has been a city advocate since 1989 receiving his degree in Architecture and Design with a focus on Urban Design from Lawrence Technological University. David and his wife Margie live in northern Virginia with their three sons Connor, Liam, and Declan.



Carolyn Dellutri, Professional Development Director

Carolyn Dellutri joined the IDA team to lead professional development programs and ensure place management resources, services, and events meet the needs of IDA’s diverse membership. Prior to joining IDA, Carolyn worked as the Senior Director of Programs and Services for the National Main Street Center and was the Executive Director of three downtown programs in the Chicago region over the past 15 years. Carolyn received her certification through the National Main Street Center and is a Certified Tourism Professional through the National Tour Association. She is also a graduate of the International Economic Development Council certification program. Carolyn and her husband Tom live in Evanston, Illinois and enjoy exploring downtowns and finding those unique local one of a kind businesses.



Tracie Clemmer, Director of Corporate Relations

Tracie joined the IDA team in January 2007 and developed the sponsorship and exhibit programs. Throughout 2010-2014, her role expanded to include leading the membership recruitment effort. She enjoys connecting members with partners of the IDA. Her attention was refocused in 2015 to offer the private sector new opportunities to engage with those leading urban revitalization efforts. Developing corporate partnerships enables growth and provides members with valuable resources to keep cities thriving. Prior to joining IDA, Tracie was a research specialist and led the information-gathering effort to build particular legal practice areas and provided strategic planning services to law firms considering a merger or expansion. Tracie is a proud Roanoke College alum that loves to travel with her family.



Rebecca Bishophall, Manager, Membership Services

Rebecca manages the IDA Downtown Achievement Awards program and works to ensure members are utilizing the resources IDA provides. Rebecca hosts many of the webinars and is responsible for support of IDA’s programs and special projects and support to the IDA Board of Directors. Rebecca graduated from Trinity University in Washington, DC, in May 2006. She joined the IDA staff in August of that year. Rebecca received her Bachelors of Arts degree in Communication.



Cole E. Judge, Director of Research

Cole E. Judge joined the IDA team in February 2015. Cole leads in-house research efforts to provide the most up-to-date information about the IDA member organizations and the place management industry, including working with the Board of Directors and IDA’s members to strategize research goals and directives. Cole has a Master’s of Urban and Regional Planning from the University of New Orleans and a B.A. in Sociology from William Smith College in New York. Prior to joining IDA, her work included economic development in Downtown Fresno as a Strong Cities, Strong Communities fellow; downtown research at the Downtown Denver Partnership; and resiliency planning in post-Katrina New Orleans. Cole lives in Washington, D.C., and is also a certified yoga teacher.



Faith Broderick, Research Associate

Faith Broderick joined the IDA team in May 2016, beginning as an intern in the Research Department prior to becoming a Research Associate. Faith collaborates on in-house research initiatives involving both the urban place management industry and the downtown champions that comprise it. Faith is currently completing her Masters Degree from Georgetown University in Urban and Regional Planning, and holds a B.A. from Brandeis University in Waltham, MA in International Global Studies and Politics. Faith comes to IDA after interning at DC’s start-up incubator 1776, where she worked on the Urban Innovation Coalition connecting agencies to startups to shape smarter cities. Faith is fueled by caffeine and in her spare time, you can find her biking and playing tennis around DC.


Allison Shashok, Marketing & Communications Manager

Allison Shashok joined IDA in March 2017. Prior to joining the team, Allison worked for a hospitality company in Los Angeles overseeing media and community relations, and design. She was a member of the board of directors and the marketing committee for the Old Pasadena Management District. Allison holds Communications and English Literature degrees from Boston University. At IDA, she publishes the newsletters, manages the website and social media outlets, and oversees marketing and public relations. In her spare time, she enjoys exploring cities around the world, and volunteering at the local animal shelter.


Christina Perez, Operations Manager

Christina Perez is the Operations Manager for IDA. Starting in March 2016, Christina focuses on the day-to-day management of the office, including HR systems and accounting. After work, she enjoys drinking wine and exploring DC with friends.
